Guten Morgen nach Europa,

hier sind die aktuellen Corona-Nachrichten aus Japan:

Die Regierung plant morgen oder übermorgen, Dienstag dem 7. April oder Mittwoch dem 8. April, den Notstand für die Hauptstadtregion, sowie möglicherweise die Präfekturen Hyogo und Osaka, auszurufen. Die Hauptstadtregion setzt sich aus den sieben Präfekturen Tokio, Kanagawa, Saitama, Chiba, Ibaraki, Tochigi, Gunma und Yamanashi zusammen. Damit umfasst sie also die gesamte Kanto-Ebene plus Yamanashi. Der Notstand träte sofort nach Ausrufung in Kraft. Die Kompetenzen der Regierung zur Ausführung von Zwangsmaßnahmen wäre im Vergleich zu anderen Ländern allerdings sehr beschränkt. So könnte die Regierung nicht Straßen sperren oder Züge aussetzen, ebenso wenig wie die Menschen dazu zu zwingen ihrer Arbeit fernzubleiben. Die Gouverneurin von Tokio, Yuriko Koike, hat versichert, dass lebensnotwendige Geschäfte und Dienstleistungen, wie z.B. Verkehrsmittel, während des Notstandes weiterhin genutzt werden könnten. (Für mehr Informationen, sehen Sie gerne den Newsletter vom Samstag den 04. April.) Auf Basis der Notstandsgesetzgebung wären die Gouverneure der Präfekturen in der Lage Schulen, Kinos u.ä. Einrichtungen, in denen sich viele Menschen konzentrieren, zu schließen. Ebenso könnten die Präfekturen Land, Gebäude, Medikamente und sonstige medizinische Güter auch gegen den Willen der Besitzer beschlagnahmen, um diese zur medizinischen Versorgung zu nutzen. Nach Angaben des japanischen Gesundheitsministeriums stieg die Zahl der landesweit Infizierten gestern, dem 5. April 2020, um 336 Personen auf insgesamt 3943 Fälle an. (https://www.mhlw.go.jp/stf/seisakunitsuite/bunya/0000164708_00001.html*) Nach Angaben der Yomiuri Shimbun kamen neun Personen ums Leben, womit die Zahl der bestätigten Corona-Opfer in Japan auf insgesamt 104 Personen angestiegen ist. (Dies beinhaltet Passagiere der Diamond Princess.) In Tokio stieg die Zahl der bestätigten Covid-19-Fälle am 5. April um 143 Personen auf insgesamt 1.033. Bei zwei Dritteln der Neuinfizierten lässt sich der Infektionsweg nicht nachverfolgen. Ab morgen, dem 7. April, sollen leichte Krankheitsfälle zur Behandlung in Hotelzimmer gebracht werden. In Tokio erlagen sieben Personen der Infektionskrankheit. In einer Internetübertragung gab Gouverneurin Koike bekannt, dass nun etwa 1.000 Betten zur Behandlung von Corona-Patienten zur Verfügung stünden. Neben der Hauptstadtregion stieg die Zahl der Neuinfizierungen besonders in Osaka schnell an. (Yomiuri Shimbun, Montag, 06. April 2020) 
 

Die Japanische Gesellschaft für Intensivpflege-Medizin (JSICM) warnt davor, dass in Japan nicht ausreichend Intensivpflege-Betten (ICU) und für den Umgang mit ICU-Patienten geschultes Personal zur Verfügung stehen. So stünden in Japan nur 5 ICUs je 10.000 Einwohnern zur Verfügung. (In Italien sind dies 12, in Deutschland 29-30.) Zwar hätte Japan auf dem Papier insgesamt etwa 6.500 ICUs, allerdings steht bloß Personal für die Betreuung von etwa 1.000 ICU-Patienten zur Verfügung. JSICM warnt nachdrücklich vor den Folgen des derzeitigen Personalmangels. * Die Zahlen stimmen leider nicht ganz mit den bisherigen der Yomiuri Shimbun überein. Nur leider hat die Zeitung diese Zahlen heute nicht angegeben. Ich bitte die Verwirrung zu verzeihen.

Good morning to Europe and the World,

here are the latest Corona news from Japan:

The government plans to declare a state of emergency for the capital region, as well as possibly the prefectures of Hyogo and Osaka, for tomorrow (Tuesday, April 7) or the day after tomorrow (Wednesday, April 8). The capital region is made up of the seven prefectures of Tokyo, Kanagawa, Saitama, Chiba, Ibaraki, Tochigi, Gunma and Yamanashi. It thus includes the entire Kanto region plus Yamanashi. The emergency would come into force immediately after declaration. However, the government's powers to carry out coercive measures would be very limited compared to other countries. The government could not block roads or suspend trains, just as it could not force people to stay away from work. The governor of Tokyo, Yuriko Koike, has assured that vital shops and services such as transport will remain in service during the state of emergency. Based on the emergency legislation, the governors of the prefectures would be able to close schools, cinemas, and other facilities, where many people are concentrated in a closed space. The prefecture would also be allowed to seize land, buildings, drugs and medical supplies to use for medical care, even against the will of the owners. (Yomiuri Shimbun, Monday, April 06, 2020)

According to information provided by the Japanese Ministry of Health, the number of infected people across the country rose by 336 people to a total of 3943 cases, yesterday, April 5, 2020. ( Https://www.mhlw.go.jp/stf/seisakunitsuite/bunya/0000164708_00001.html*) According to Yomiuri Shimbun nine people were killed, bringing the number of confirmed Corona victims in Japan to a total of 104 people. (This includes Diamond Princess passengers.) In Tokyo, the number of confirmed Covid 19 cases increased by 143 people to a total of 1,033. The path of infection cannot be traced in two thirds of the newly infected. As of tomorrow, April 7th, minor cases are to be brought to hotel rooms for treatment. Seven people died of the infectious disease in Tokyo. In a webcast Governor Koike stated that about 1,000 beds were available to treat corona patients by now. In addition to the capital region, the number of new infections rose particularly quickly in Osaka. (Yomiuri Shimbun, Monday, April 06, 2020)

The Japanese Society for Intensive Care Medicine (JSICM) warns neither Intensive Care Units (ICU) nor personnel trained to care for ICU patients were sufficiently available. Japan had only 5 ICUs per 10,000 inhabitants. (For comparison, Italy had 12 before the crisis and Germany 29-30.) Although, on paper, Japan’s in possession of a total of 6,500 ICUs, there is just enough manpower to care for about 1,000 ICU patients available. JSICM strongly warns of the consequences of the current staff shortage. It asks you about symptoms of illness and then recommends a hotline you can contact for advice or diagnosis. This is (unfortunately ^^) not paid advertising. I just found the idea super-helpful and like to spread it, because in the end it might actually save lives or at least nerves.
