Mögliche Erhöhung der JR-Fahrpreise und Mietunterstützung für Unternehmen : Japan Covid-19 Newsletter, 8. Juli 2020
hier sind die neuesten Nachrichten aus Japan zum Thema Covid-19:
Am 6. Juli wurden landesweit 175 neue Infektionen bestätigt und davon allein 102 in Tokio. Am 7. Juli wurden 213 Infektionen bestätigt, 106 davon in Tokio. In den letzten zwei Tagen sind drei Personen verstorben. Die Gesamtzahl der Infizierten seit Ausbruch der Krankheit stieg auf 20.174 (20.886*). Die Zahl der Todesopfer stieg auf 980 (993*) Personen. Zahlen enthalten Infektionen und Opfer auf Kreuzfahrtschiffen
Am 6. Juli traf sich zum ersten Mal das „Unterkomitee zur Bekämpfung des neuen Coronavirus“ 新型コロナウイルス感染症対策分科会 (shingata korona-uirusu kansenshō bunkakai) der „Expertenkommission zur Bekämpfen neuer Influenzaviren etc.“ 新型インフルエンザ等対策有識者会議 (shingata infuruenza nado taisaku yūshikisha kaigi) und beschloss, zum 10. Juli die Beschränkungen für Veranstaltungen zu lockern. Ab dem 10. Juli werden Veranstaltungen mit bis zu 5.000 Teilnehmern erlaubt, wenn sie nicht mehr als 50 Prozent der Maximalkapazität des Veranstaltungsortes einnehmen. Da gegenwärtig Neuinfektionen und Kontakte schnell entdeckt werden würden, wäre es wichtig, den Lebensunterhalt der Arbeitnehmer zu schützen, weshalb die Unterkommission der Politik der Zentralregierung nicht widersprechen würde. Nach Ansicht der Unterkommission, müssten sich die Behörden derzeit darauf fokussieren, mehr Tests und mehr Beratungsangebote für Personen ohne Symptome zur Verfügung zu stellen. (Yomiuri Shimbun, 7. Der Präsident von JR-East, Fukazawa Yūji 深沢裕二, hat in einem Interview gesagt, dass sein Unternehmen prüft, die Fahrpreise aufgrund der Coronakrise und den damit verbundenen Herausforderungen für sein Unternehmen zu erhöhen oder anderweitig anzupassen – bspw. indem die Fahrpreise zu verkehrsreichen Zeiten erhöht und zu Zeiten mit wenig Verkehr verringert würden. Eine Anpassung der Fahrpläne wird ebenfalls geprüft. (Yomiuri Shimbun, 8. Juli 2020)
Am 7. Juli hat das japanische Wirtschaftsministerium bekannt gegeben, dass kleine und mittelgroße Unternehmen ab dem 14. Juli Mietunterstützung beantragen können. Dazu bezahlt das Ministerium bis zu zwei Drittel der Miete oder des Pachtzinses. Einzelpersonen können sich um bis zu 500.000 Yen pro Monat und Unternehmen um bis zu 1.000.000 Yen pro Monat bewerben. Das Geld wird dann gebündelt zum Halbjahrespreis überwiesen. Bedingung für den Erhalt sind ein mindestens 50-prozentiger Umsatzrückgang im Vergleich zum Zeitraum von Mai bis Dezember des Vorjahres oder um mehr als 30 Prozent in drei aufeinanderfolgenden Monaten im Vergleich zum Vorjahreszeitraum. Die japanische Regierung hat beschlossen, dass auch Kinder, die nach dem 27. April diesen Jahres geboren worden, in den Genuss der 100.000 Yen-Regierungshilfe kommen sollen. Dazu werden die Verteilungsregeln gelockert und den lokalen Behörden insgesamt drei Billionen Yen zur Verfügung gestellt, um nach eigenem Gutdünken diese Gelder zu verteilen. (Yomiuri Shimbun, 7. Die regionalen Flughäfen in Japan haben mit extremen Passagierrückgang zu kämpfen. So hat sich die Passagierzahl am Internationalen Flughafen von Sendai bspw. im Mai im Vergleich zum Vorjahr um 92 % verringert und die Zahl der internationalen Fluggäste ist auf 0 gesunken. Auf dieser von der japanischen Regierung betriebenen Internetseite wird die Zahl der Menschen, dich sich in den wichtigsten Bahnhöfen Tokios und Japans aufhalten oder ein- und aussteigen gezählt. Link (auf Japanisch)

here are the latest news about the Covid-19 situation in Japan.
On July 6, 175 new infections were confirmed across Japan, 102 of them in Tokyo alone. 213 infections were confirmed on July 7, 106 of them in Tokyo. Three persons have died in the last two days. On July 6, the “Subcommittee to Combat the New Corona Virus” 新型コロナウイルス感染症対策分科会 (shingata korona-uirusu kansenshō bunkakai) of the “Expert Commission for Combating New Influenza Viruses etc.” 新型インフルエンザ等対策有識者会議 (shingata infuruenza nado taisaku yūshikisha kaigi) decided to relax the restrictions on events by July 10th. From July 10 onwards, events with up to 5,000 participants will be allowed if they do not occupy more than 50 percent of the maximum capacity of the event location. Since new infections and contacts are currently being discovered quickly, it would be important to protect workers' livelihoods, the sub-commission will therefore not contradict central government policies. The President of JR-East, Fukazawa Yūji 深沢裕二, said in an interview that his company is considering increasing or otherwise adjusting fares due to the corona crisis and related challenges for his company. A possible adjustment could be increasing fares during busy hours and reduced fares at times with little traffic. An adjustment of the timetables is also being considered. On July 7, the Japanese Ministry of Economic Affairs announced that small and medium-sized businesses can apply for rent support starting from July 14. To do this, the Ministry pays up to two thirds of the rent. Individuals can apply for up to 500,000 yen per month and companies can apply for up to 1,000,000 yen per month. The money is then transferred bundled at the half-yearly price. The condition is a decrease in sales of at least 50 percent compared to the period from May to December of the previous year or by more than 30 percent in three consecutive months compared to the same period of the previous year. The Japanese government has decided that children born after April 27 of this year should also receive 100,000 yen in government aid. To this end, the distribution rules will be relaxed and a total of three trillion yen will be made available to the local authorities to distribute these funds at their own discretion. A website that shows the utilization of ICU beds across Japan. https://www.stopcovid19.jp/. This is apparently a non-governmental initiative.
This website, operated by the Japanese government, counts the number of people staying, boarding or disembarking in main train stations of Tokyo and Japan. As you can see, a decline of 60 to 80 percent is observed in almost all train stations. Link (in Japanese)
I would still like to draw your attention to the Corona bot. If you are a foreigner in Japan and show corona symptoms or are just looking for information, this chatbot could be helpful for you. It asks you about symptoms of illness and then recommends a hotline you can contact for advice or diagnosis. It is available free of charge in Japanese, English, German, and Mandarin via Amazon Alexa and Line. More information here under this link. This is no paid advertising. I just found the idea super-helpful and like to spread it, because in the end, it might actually save lives or at least nerves.
